
Terms of Reference – Production Company YouTHink – Saying NO to Corruption
Project Background
The project uses innovative approach to help the much-needed rule of law culture in BiH by opening venues for the youth to engage in elevating demands for accountability of institutions and strengthening the prevention/ fight against corruption via sustainable Interactive AC Academy, dialogue panels, strong advocacy activities and public campaign. “Corruption is an existential threat to BiH. The country is literally dying, while young people are leaving and looking for opportunities abroad ", Eric Larson1, US Embassy in BiH. These words, on the best possible way, illustrate state of play in the country. The Rule of Law reform is facing many challenges and the corruption is only a top of the iceberg. An extremely large percentage of the citizens of Bosnia and Herzegovina are aware of the existence of corruption in various forms. Social climate, unfavorable socioeconomic conditions, lack of reforms in the field of rule of law, makes citizens generally feel insecure but also powerless in the fight against corruption.2 A large number of complaints on anti-corruptive practices, in Sarajevo Canton and wider refer to growing corruption in the public sector, more precisely in sectors of communal economy, infrastructure, physical planning, construction and environmental protection, health sector and the education sector3 This clearly indicates that institutions that are supposed to respect the law and fight against corruption are exposed to corruptive practices. „The rule of law means that nobody is above the law. All public action has to be accountable; wrongdoings and irregularities need to be met with appropriate remedial action and sanctions. Accountability must be established above all by addressing Area of intervention The project cross cuts and intervenes in the context of the EC Opinion’s priorities in RoL and in support to efforts within the Euro- Atlantic integration processes to sustain the Rule of Law and citizens’ growing demands for more transparent and non- corruptive governments and public sector. However, it is difficult to fight corruption without knowledge about all forms of the corruption and without public trust in judiciary and institutions. Young people are often unaware that they suffer the consequences of corrupt practices, which can be related to the lack of accurate information and education about corruption and its consequences which is the starting point for raising awareness on the harmfulness of this phenomenon. Therefore, this project explores innovative ways for youth to demand accountability of institutions and fight corruption, via opening channels for young people to directly engage in civic activities and experiential learning on corruption, combined with development of practical skills and fieldwork. On this way youngsters will reach position to oppose more massively and effectively corruption, but also to clearly indicate to all levels of government in BiH that abuse of office authorities and individuals in institutions, non-compliance with the law procedure and irresponsible spending of public money is a practice that BiH young citizens will not tolerate. Involving young people in the fight against corruption in BiH creates an opportunity for them to fight for a better perspective. Scope of work Ja bih u EU would like to invite production houses to apply for delivery of production 2 short stories, up to 60 seconds. The selected vendor will be in charge, per client’s requests, for covering all expenses related to production of the above stated materials, which may include development of scenario, copyright music, video animations, graphic elements AV montage, pre and post-production, renting of technical equipment, engagement of videographer, filming of project’s events and all other expenses necessary for completion of above stated tasks. Qualifications and skills: General professional experience:
- At least 5 years of experience in production of video/media materials
Specific requirement:
- The company is registered in the field of AV production
Qualifications and skills:
- The company has a portfolio with minimum 3 successful production projects. Applicants must submit portfolios in their applications;
- Excellent command of spoken and written English;
Selection criteria: The applicant companies are required to provide both technical and financial bid. The applicants are required to provide CVs of personnel, technical and financial bid. The evaluation will be made on the following criteria: 80 % technical bid and 20% financial bid.
